Subject: In situ issue of ‘Birth Certificate’ at Kasturba Hospital of MCD

Shri K. S. Mehra, Commissioner of the Municipal Corporation of Delhi, today, 14th of November 2011 (coinciding with Children’s Day), commissioned the facility of on-the-spot issue of Birth Certificates in Kasturba Hospital. The certificates will be issued to the mothers of those babies who have been born in the Kasturba Hospital, within ten days of the date of birth, or on discharge from the hospital, whichever is earlier. This facility is absolutely free of cost and will be provided without making a formal application. The Additional Medical Superintendent of Kasturba Hospital has been invested with the relevant statutory powers to sign these certificates.

Around 12,000 babies are born in Kasturba Hospital every year (35-45 per day). Up until now, parents/relatives of babies born in Kasturba Hospital had to approach the Citizen Services Bureau (CSB) attached to the office of the Deputy Commissioner, City Zone for issue of the Birth Certificates. For people from the adjoining areas within UP & Haryana, who fall within the catchment area of Kasturba Hospital, this new facility will become an unprecedented boon.

The MCD has been a pioneer in reforms relating to issue of births and deaths. Having introduced computerisation of births and deaths as early as 19th February 2003, MCD has been continuously facilitating and modernising the process via the OLIR (On Line Institutional Registration) and as of now 625 hospitals have been enabled to upload registration data through it. This has been deeply appreciated and widely referred to as the MCD Model and has brought many laurels to the Corporation. The reform measures got a shot in the arm with the launching of the e-governance project of the MCD which is now in advanced stage of completion. The Issue of in situ birth certificate has been made possible because of the online integration of database through the Wide Area Network (WAN) established under this e-governance project. The facility at Kasturba Hospital is being launched on a pilot basis; the experience of running it for a couple of months will be used to refine the software further so that the facility can be extended to other hospitals in due course.

Kasturba Hospital is one of the oldest hospitals of Delhi. Established in 1905 as the Victoria Zenana Hospital with only 10 beds, it was taken over by the MCD, expanded to 450 beds and renamed Kasturba Hospital. It is also popularly known as Machhliwala Hospital. After the commission of the new OPD block in 2008, four new OPD services i.e. Surgery, ENT, Eye and Skin were added in 2010. HIS (Hospital Information System) was implemented in Kasturba Hospital in 2007 and has over 150 computers with its own dedicated server. This has led to faster, transparent and efficient working with accountability in all the Departments.

While inaugurating the facility, the Commissioner, Shri K. S. Mehra congratulated the Medical Superintendent, Dr. Sushma Gupta and her team, Dr. R. C. Patnaik, Chief Director of IT MCD and the Tech Mahindra Team for the good work done. The inauguration was also graced by the presence of Chief Registrar (B&D) of GNTCD, Dr. B. K. Sharma, Vice President of Tech Mahindra, Shri Vijaya Kumar, Additional Commissioner (Health & IT), Sri A. J. Kurian, Municipal Health Officer, Dr. N. K. Yadav, and Director Hospital Administration MCD, Dr Madhu Jain.
